Perhaps no one understood the power an international film festival could have better than Giuseppe Volpi di Misurata; commissioned president of the Venice Biennale by Mussolini,  Volpi expanded the Biennale in 1932 to include the Mostra Internazionale d’Arte Cinematografica.
